Low Traffic Neighbourhoods (LTNs) are schemes introduced in residential areas, bordered by main roads, where through motor vehicle traffic is discouraged or removed while still allowing access for pedestrians and cyclists.
Many residential neighbourhoods experience high levels of through traffic from vehicles avoiding congestion on main roads. LTNs help reduce traffic, air pollution, CO2 emissions, and noise, while creating safer and more pleasant environments for walking and cycling. These improvements are proven to support both physical and mental wellbeing.
Ealing Council has introduced LTNs in certain areas to provide safer spaces for pedestrians and cyclists, support social distancing, and reduce unnecessary through traffic. Features such as bollards and camera-enforced restrictions are used to prevent vehicles travelling through residential streets while still allowing access to local properties.
Exemptions
Exemptions are available for disabled Blue Badge holders who need access through camera-enforced points within the LTN where they live.
Exemptions may also be granted to council-authorised vehicles transporting mobility impaired people through LTNs enforced with cameras.
Blue Badge holders will only be permitted access to the LTN they live in if they have successfully applied for and received confirmation of dispensation. Driving through restricted points without an approved exemption may result in a Penalty Charge Notice (PCN).
Before you start
Blue Badge holders must register for access through camera-enforced points within the LTN they live in by completing this form.
Please complete and submit a separate form for each Blue Badge holder within the household.
